i think they only know bits and pieces of English,
just like we know bits and pieces of Japanese.
most of the japanese cant speak english very fluently.

he was brought up in Japan and i think its also a reason why he didnt master English.

haha! laissez faire is actually an economics term that means "let things take their own course".
which means that Wentz's dad let Wentz's education take its own course.
=DD his parents did not really interfere with his learning of languages and thats why when wentz's was discriminated due to his western appearance, he was "anti-english" and did not want to learn english.
